{"id":6246,"date":"2024-06-15T00:51:51","date_gmt":"2024-06-15T00:51:51","guid":{"rendered":"https:\/\/ampsmagazine.com\/?p=6246"},"modified":"2024-06-15T00:51:54","modified_gmt":"2024-06-15T00:51:54","slug":"the-emancipation-proclamation","status":"publish","type":"post","link":"https:\/\/ampsmagazine.com\/?p=6246","title":{"rendered":"THE EMANCIPATION PROCLAMATION"},"content":{"rendered":"\n<p style=\"text-align: center;\"><span style=\"color: #000000;\"><strong><a style=\"color: #000000;\" href=\"https:\/\/presidentlincoln.illinois.gov\/visit\/whats-inside\/exhibits\/online-exhibits\/emancipationproclamation\/#ID1\">BY THE PRESIDENT OF THE UNITED STATES OF AMERICA.<\/a><\/strong><\/span><\/p>\n<p style=\"text-align: center;\"><span style=\"color: #000000;\"><strong><a style=\"color: #000000;\" href=\"https:\/\/presidentlincoln.illinois.gov\/visit\/whats-inside\/exhibits\/online-exhibits\/emancipationproclamation\/#ID2\">A Proclamation.<\/a><\/strong><\/span><\/p>\n<p><span style=\"color: #000000;\">Whereas, on the twenty-second day of September, in the year of our Lord one thousand eight hundred and sixty-two,\u00a0<a style=\"color: #000000;\" href=\"https:\/\/presidentlincoln.illinois.gov\/visit\/whats-inside\/exhibits\/online-exhibits\/emancipationproclamation\/#ID3\">a proclamation was issued<\/a>\u00a0by the President of the United States, containing, among other things, the following, to wit:<a href=\"https:\/\/presidentlincoln.illinois.gov\/visit\/whats-inside\/exhibits\/online-exhibits\/emancipationproclamation\/\"><img data-recalc-dims=\"1\" fetchpriority=\"high\" decoding=\"async\" class=\"alignright wp-image-6247\" src=\"https:\/\/i0.wp.com\/ampsmagazine.com\/wp-content\/uploads\/2024\/06\/1-Emancipation-Proclamation-in-Mat.jpg.jpg?resize=410%2C668&#038;ssl=1\" alt=\"\" width=\"410\" height=\"668\" srcset=\"https:\/\/i0.wp.com\/ampsmagazine.com\/wp-content\/uploads\/2024\/06\/1-Emancipation-Proclamation-in-Mat.jpg.jpg?resize=184%2C300&amp;ssl=1 184w, https:\/\/i0.wp.com\/ampsmagazine.com\/wp-content\/uploads\/2024\/06\/1-Emancipation-Proclamation-in-Mat.jpg.jpg?resize=628%2C1024&amp;ssl=1 628w, https:\/\/i0.wp.com\/ampsmagazine.com\/wp-content\/uploads\/2024\/06\/1-Emancipation-Proclamation-in-Mat.jpg.jpg?resize=257%2C420&amp;ssl=1 257w, https:\/\/i0.wp.com\/ampsmagazine.com\/wp-content\/uploads\/2024\/06\/1-Emancipation-Proclamation-in-Mat.jpg.jpg?resize=696%2C1135&amp;ssl=1 696w, https:\/\/i0.wp.com\/ampsmagazine.com\/wp-content\/uploads\/2024\/06\/1-Emancipation-Proclamation-in-Mat.jpg.jpg?w=700&amp;ssl=1 700w\" sizes=\"(max-width: 410px) 100vw, 410px\" \/><\/a><\/span><\/p>\n<p><span style=\"color: #000000;\">\u201cThat on the first day of January, in the year of our Lord one thousand eight hundred and sixty-three,\u00a0<a style=\"color: #000000;\" href=\"https:\/\/presidentlincoln.illinois.gov\/visit\/whats-inside\/exhibits\/online-exhibits\/emancipationproclamation\/#ID4\">all persons held as slaves<\/a>\u00a0within any State or\u00a0<a style=\"color: #000000;\" href=\"https:\/\/presidentlincoln.illinois.gov\/visit\/whats-inside\/exhibits\/online-exhibits\/emancipationproclamation\/#ID5\">designated part of a State<\/a>, the people whereof shall then be in rebellion against the United States,\u00a0<a style=\"color: #000000;\" href=\"https:\/\/presidentlincoln.illinois.gov\/visit\/whats-inside\/exhibits\/online-exhibits\/emancipationproclamation\/#ID6\">shall be then, thenceforward, and forever, free<\/a>; and the Executive government of the United States, including the military and naval authority thereof, will recognize and maintain the freedom of such persons, and all persons held as slaves within any State or\u00a0<a style=\"color: #000000;\" href=\"https:\/\/presidentlincoln.illinois.gov\/visit\/whats-inside\/exhibits\/online-exhibits\/emancipationproclamation\/#ID7\">will do no act or acts to repress such persons,<\/a>\u00a0or any of them, in any efforts they may make for their actual freedom.<\/span><\/p>\n<p><span style=\"color: #000000;\">That\u00a0<a style=\"color: #000000;\" href=\"https:\/\/presidentlincoln.illinois.gov\/visit\/whats-inside\/exhibits\/online-exhibits\/emancipationproclamation\/#ID8\">the Executive<\/a>\u00a0will, on the first day of January aforesaid, by proclamation, designate the States and parts of States, if any, in which the people thereof, respectively,\u00a0<a style=\"color: #000000;\" href=\"https:\/\/presidentlincoln.illinois.gov\/visit\/whats-inside\/exhibits\/online-exhibits\/emancipationproclamation\/#ID9\">shall then be in rebellion against the United States<\/a>; and the fact that any State, or the people thereof, shall on that day be in good faith represented in the Congress of the United States, by members chosen thereto at elections wherein a majority of the qualified voters of such State shall have participated, shall, in the absence of strong countervailing testimony, be deemed conclusive evidence that such State, and the people thereof, are not then in rebellion against the United States.\u201d<\/span><\/p>\n<p><span style=\"color: #000000;\">Now, therefore, I, ABRAHAM LINCOLN, President of the United States,\u00a0<a style=\"color: #000000;\" href=\"https:\/\/presidentlincoln.illinois.gov\/visit\/whats-inside\/exhibits\/online-exhibits\/emancipationproclamation\/#ID21\">by virtue of the power<\/a>\u00a0in me vested as commander-in-chief of the army and navy of the United States, in time of actual armed rebellion against the authority and government of the United States, and as a\u00a0<a style=\"color: #000000;\" href=\"https:\/\/presidentlincoln.illinois.gov\/visit\/whats-inside\/exhibits\/online-exhibits\/emancipationproclamation\/#ID10T\">fit and necessary war measure<\/a>\u00a0for suppressing said rebellion, do, on this first day of January, in the year of our Lord one thousand eight hundred and sixty-three, and in accordance with my purpose so to do, publicly proclaimed for the full period of one hundred days from the first day above mentioned, order and\u00a0<a style=\"color: #000000;\" href=\"https:\/\/presidentlincoln.illinois.gov\/visit\/whats-inside\/exhibits\/online-exhibits\/emancipationproclamation\/#ID11\">designate as the States and parts of States<\/a>\u00a0wherein the people thereof, respectively, are this day in rebellion against the United States, the following, to wit: Arkansas, Texas, Louisiana, (except the Parishes of St. Bernard, Plaquemines, Jefferson, St. John, St. Charles, St. James, Ascension, Assumption, Terre Bonne, Lafourche, St. Mary, St. Martin, and Orleans, including the City of New Orleans), Mississippi, Alabama, Florida, Georgia, South Carolina, North Carolina, and Virginia, (except the forty-eight counties\u00a0<a style=\"color: #000000;\" href=\"https:\/\/presidentlincoln.illinois.gov\/visit\/whats-inside\/exhibits\/online-exhibits\/emancipationproclamation\/#ID12\">designated as West Virginia,<\/a>\u00a0and also the counties of Berkeley, Accomac, Northampton, Elizabeth City, York, Princess Anne, and Norfolk, including the cities of Norfolk and Portsmouth,) and which excepted parts are for the present left\u00a0<a style=\"color: #000000;\" href=\"https:\/\/presidentlincoln.illinois.gov\/visit\/whats-inside\/exhibits\/online-exhibits\/emancipationproclamation\/#ID13\">precisely as if this proclamation were not issued.<\/a><\/span><br \/><br \/><span style=\"color: #000000;\">And by virtue of the power and for the purpose aforesaid, I do order and declare that all persons held as slaves within said designated States and parts of States are and henceforward shall be free; and that the Executive government of the United States, including the military and naval authorities thereof, will recognize and maintain the freedom of said persons.<\/span><\/p>\n<p><span style=\"color: #000000;\">And I hereby enjoin upon the people so declared to be free to\u00a0<a style=\"color: #000000;\" href=\"https:\/\/presidentlincoln.illinois.gov\/visit\/whats-inside\/exhibits\/online-exhibits\/emancipationproclamation\/#ID14\">abstain from all violence,<\/a>\u00a0unless in\u00a0<a style=\"color: #000000;\" href=\"https:\/\/presidentlincoln.illinois.gov\/visit\/whats-inside\/exhibits\/online-exhibits\/emancipationproclamation\/#ID15\">necessary self-defense;<\/a>\u00a0and I recommend to them that, in all cases when allowed, they\u00a0<a style=\"color: #000000;\" href=\"https:\/\/presidentlincoln.illinois.gov\/visit\/whats-inside\/exhibits\/online-exhibits\/emancipationproclamation\/#ID16\">labor faithfully for reasonable wages.<\/a><\/span><\/p>\n<p><span style=\"color: #000000;\">And I further declare and make known that such persons, of suitable condition,\u00a0<a style=\"color: #000000;\" href=\"https:\/\/presidentlincoln.illinois.gov\/visit\/whats-inside\/exhibits\/online-exhibits\/emancipationproclamation\/#ID17\">will be received into the armed services of the United States,<\/a>\u00a0to garrison forts, positions, stations, and other places, and to man vessels of all sorts in said service.<\/span><\/p>\n<p style=\"text-align: left;\"><span style=\"color: #000000;\">And upon this act, sincerely believed to be an act of justice warranted by the Constitution upon\u00a0<a style=\"color: #000000;\" href=\"https:\/\/presidentlincoln.illinois.gov\/visit\/whats-inside\/exhibits\/online-exhibits\/emancipationproclamation\/#ID18\">military necessity,<\/a>\u00a0I invoke the\u00a0<a style=\"color: #000000;\" href=\"https:\/\/presidentlincoln.illinois.gov\/visit\/whats-inside\/exhibits\/online-exhibits\/emancipationproclamation\/#ID19\">considerate judgment of mankind<\/a>\u00a0and the gracious favor of Almighty God.<\/span><\/p>\n<p style=\"text-align: left;\"><span style=\"color: #000000;\">In witness whereof I have hereunto set my hand and caused the seal of the United States to be affixed. Done at the City of Washington this first day of January, in the year of our Lord (L.
